I get cards from the W1 QSL bureau all the time. Sometimes I can't find the
QSO in my log.
Should I return the card to the sender, or just throw it in the trash?
If the former, what's the best way to assure that the card makes its way back
through the bureau system?

Just a short note on the card "Not in the log" makes everything clear. Send
the card
the same way back as you get it - even direct if postage / SASE is included.
In my opinon,
it is always good to get an answer - positive (QSL) or negative (no QSL).
I think it is just hamspirit and only fair.
For direct replies:
Sending a negative answer saves my money in case that I need your QSL-card
and
I send you a dupe with return postage. I may assume, that my first try
hasn't reached
you. But I won't if I know, that I'm not in the log. That's even hamspirit
and only fair.
Just my 2 cent
