Well, I walked into the local post office today and presented 13 of  
the about to expire "new" IRCs and of course the attendant's first  
comment was that she wasn't sure she could exchange them....I then  
presented her with the postal manual extract someone posted earlier  
and after reading the paragraph I highlighted she handed over 13 nice  
new 84 cent airmail stamps....almost completely painless.

Of course YMMV!
