Some thoughts:
Many JAs including JD1/Ogasawara or Minami-Torishima do not want to
exchange QSLs direct because they do not want to reveal their mailing
address online.
And some JAs apparently seem to have never thought of exchanging QSLs
anywhere else but JARL bureau (and they never seem to reach the idea
that this sort of attitude rejects people who do not subscribe the
bureau services.)
Unfortunately for most of JAs LoTW seems to be too complicated because
it's English-spoken. Some even consider their station license
information is private (though it is now on fully public with our
telecom ministry so I don't know why they think it in that way).
Some sad reasons to subscribe JARL bureau, though I think JARL bureau is
doing pretty well on providing the service.
