[Dx-qsl] When does it make sense to mail directly to an incoming DX bureau?

The $2.50/pound surface rate was from the US overseas - countries like United
Kingdom, Japan, etc.

I can't find the rate at this time, but I'm sure it's between $2.50 and
$8.00/pound.
