[Dx-qsl] RE:[DX-CHAT] QSL info

I have tried this POB address for PS7JN three times with no luck.
Also tried three times his home address at :

CEP 59076-740 Natal-RN
Brasil

Used plain security envelopes with no indication of calls signs.
I had the same problem with mail getting lost when I lived in the 
Philippines.  I had to give my mail carrier a tip (bribe) every month to 
get my mail.  Otherwise it would get lost.  Luckily I had an APO address 
I could use that was safe for my QSL'ing.
