I received the following today.  hopefully,  3V8SM will be good for dxcc soon.
 
Hi Steve.
 
I sent all documents to EA4BT that is the  Spanish DXCC Manager and he 
promise me send the material to the ARRL.  
We do 3V8SM from 26 to 31 July 2005 and all the  QSLs was already send via 
the BUREAU...
 
I will send again all documents of our  operation Direct to the ARRL.
