I operated several times from Montenegro.

The basic problem is not the number of operators, but
the equipment, and terrain configuration.

Namely, most of towns on Mentengrian riviera are on the cost 
with solid 4500 ft montains in the immediate hinterland.

STations that you hear are actually on the hilltops.
or have superb equipment.

Who are these other local operators ?  I have 130,000 DX QSOs in my
logging 
database since 1989, and found only two other Montenegrin stations -
YU6YY 
and I forget who the other one was.  If there are other hams there who
like 
DXing, they are sure not making much of an effort to get on the air.
