The UPU Letter Post Manual specimen for IBRS is specific
as to what an IBRS item should look like.
No expiration date shown, nor any mention of one I can find in
Convention Article 21, Prot Article XI, RE 409.
I see that my solution of blanking out the expiration date
makes the IBRS items I have posted conform with UPU. I
just thought I was being clever posting them after their
use by date.
Three issues:
1. Why does Japan Post do IBRS not in conformance with
UPU?
2. Accepting, like IRCs, a postal authority treating something
wrong.
3. What to send with a QSL when the reply might take a
while, as happens with large expedition.
