[Dx-qsl] IRC's revisited

How about when I receive them for some of my DX ops they have already 
been around the world and may be several years old.  It's like asking 
why are the GS in your wallet could be several years old.  You have no 
control over what you receive in GS in change from a business or in 
IRC's from fellow hams.
