Per the rules of the WPX contest it would be a zero.  Since many  
countries do not issue calls with a zero, these are somewhat sought- 
after by prefix hunters.

This is a bit strange.  XF3 is used for NA-135 (Isla de Carmen),  but  
why is the XF1 being used as well (perhaps some peculiarity of the  
Mexican regulations)?
