i made the same offer - got the same reply.  i  guess the "financial 
interest" is keeping money that people have  sent.  money that was sent in order to 
not cause him to have  shoulder the cost and trusting that they could get the 
promised qsl  in return.  if you are going to only qsl via lotw, then notice 
should be  given to that effect - in bulletins, on the air, etc.  his qrz listing 
 for 7q7bp lists no address, only "qsl to g3mrc".  i assume that means to  
send your qsl to g3mrc but don't expect one back.
 
sorry for the rant, but the money i sent to him  was for no other purpose 
than to pay return postage for a qsl.  any other  use of that money is wrong.  
(the previous sentence was re-written and  toned down - the original was a 
little too blunt)
