I contacted the Universal Postal Union regarding reports that some 
country's postal authorities were only accepting the new large-style 
IRCs.  They responded that the smaller pre-2002 IRCs were valid 
indefinitely for postal exchange.  When I followed up, they asked for 
examples of those countries not accepting the smaller IRCs.

If anyone can send me documented cases of the small IRCs not being 
accepted, I will collect and forward them to the UPU.  Hopefully we can 
educate some of the postal authorities who are no longer accepting the 
small IRCs.

Have you got some examples of countries which do not accept the exchange?

Please note that since 2002 there is a new system. The internal accounting
system is totally different between the new and the old coupon.

Do we have any recourse against postal authorities that refuse to recognize
pre-2002 IRCs for exchange?  I am an amateur radio operator and many of my
correspond ants are only accepting the new larger post-2002 style IRCs
because their postal authorities won't accept anything else.
