Bob,


I'd make the following QSL bureau distinction:

- Fully operational (Tx, Rx)
- One way (Rx only)
- Address only (no money to pay box expenses)
- Closed
- Never had one.

Operational bureaus can be devided into

- regular (one to several mailings to the same bureau annually)
- semi-regular (one mailing every year or two)
- ocassional (send when they have some funds)
- send through other bureaus
