[Dx-qsl] 2006 IRC/GS chart updates

USA postage is going up this weekend.
A air mail qsl request to Mexico or Canada will increase to $0.66 USD.
A air mail qsl request to most other countries will increase to $0.84 USD.
A sase request from a USA to USA manager will increase to $0.39 USD>

I've updated the IRC/GS charts with Foreign rate changes that I've been informed of.
If you have informed me of rate changes, please check to see that I understood & stated 
them correctly.

Please understand that I can only except 1st party information from hams currently living 
in the country they are reporting on.
