[Dx-qsl] LOTW Server

Yesterday everything was just fine altough slower than usual. Though this 
morning even the conventional ARRL site was hardly accessible. It looks like 
the problem is wider than just the LoTW window.

It is down here too.  I suspect it may be associated with their email
problem as that is down today also.  So if you have sent anything to any
email address with @arrl.org and they bounced try again tomorrow.
