[Dx-qsl] bureau envelope credits - the way to go

Same with the W9 Bureau -
You buy credits, then a group of dedicated, talented and forgiving members
take care of business (thanks if any are reading this message,)
and wallah - a 5 x 7 envelope arrives every once in awhile with some 
goodies inside.
