I think claiming *not QSOed* is an important report for the QSL manager
as well as claiming *QSOed*.

Many operators and QSL managers are using callsign-matching database
during contests and some are using those as well on the DX QSOs.  I
think it's a matter of common sense of each person who finds the fact
that he/she is accidentally in the log even though the person should not
be there.
