Peter et al,

I have had a similar problem with cards vis F6KDF.  Mine are not quite as 
"rare" as a Tromelin Isl cards, but counters for awards I am persuing.  If 
they choose not to QSL then don't publish the route for QSLs.  I have sent 
buro requests for two different stations via F6KDF, and sent GS for both 
direct with no response in over a year.  So I have little hope unless I 
find a friendly French ham who can personally intervene. 

I would say at this point it may well be a lost cause unless you find a 
helpful local who knows someone in that group.  I don't intend to work any 
of their operations until I hear a more positive attitude about QSLing fro 
that club.  Maybe with publicity (shame) and some shuning we can turn that 
around.
