I have to agree with Graham,
Here is the US the Manual for the USPS even states that the stamp in the
right side of the IRC is optionally stamped in any country but they have to
be redeemed!
Only trouble is convincing the USPS clerks they can take them,
A problem easily solved by bringing (correct me if Im wrong) section
372.3 B with you that states that it is optional!

I disagree Tom, Sorry, but the issuing stamp is optional.
It even says that [in French - facultative] on the IRC in the top of
that box.
