In the US this is not totally correct.  The US will redeem unstamped IRCs 
*if* the original country of issue printed their name (usually in French) 
along with the purchase price in the left corner.  There is a US IMM 
section specifically addressing this issue.  I have no idea how other 
countries may or may not handle this.
