Swains was created by virtue of a rule change whereas Montenegro's 
activation was actually as the result of the formation of a new 
country. Montenegro is effective immediately and Swains cards will be 
accepted for credit as of Oct. 1. *EVEN THOUGH* the recent operation 
does, in fact, count for DXCC, Newington won't officially accept them 
till then.
