There is a different address in the database of the german  authorities.
You can find all addresses of german Hams at
 
http://ans.bundesnetzagentur.de/
 
Just click on "Rufzeichen" and put in the call. 
For DL8KWS it shows  Frank Jasper; W.-Leffers-Str. 56; 18055 Rostock GERMANY.
And that is  different from QRZ.com and Buckmaster. So may be he moved.
You should try an  email and ask for the correct address.

I have sent two mail request for a QSL one by bureau in  Aug 2004  and a
second direct by mail in mar 2005 to DL8KWS.  K4UTE and Buck agree  on the
address.  No reply from Frank. I tried look up in the on-line  Germany call
book and his info is either not available ? or blocked?.   My German is not
very good after 30 years of rust.

Has anyone gotten  cards from DL8KWS or is this a lost cause?  Perhaps I
could try  email.  I guess the post could have gotten lost but normally the
German  post is quite good.
