no address found here in my files and even on site of the german  
"Bundesnetzagentur". But you may try asking via email with DM5DX (at)  darc.de.
 
Another suggestion is, sending an email to the second operator of this 
activation, DL5AXX. Email: DL5AXX (at) darc.de
He is in QRZ.com and has this email address. Will cost you just a minute  :-)
