Inbound QSL bureau traffic should be OK. However, outbound
QSL traffic, usually very expensive, is the problem.
Just to give you the idea, in Canada the expenses of
outbound traffic are 8 times higher than the expenses
associated with incoming QSLs. This is dictated by Postal costs
since the bureau here is entirely run by volunteers.
As long as there is large membership base, the Bureau
can survive. Smaller bureaux will not be able to bear the
costs, and sooner or later will become Rx only Bureau.

The Dutch qsl bureau has no problem with my C56JJ call if you put via
PA4JJ on it. (or even PA9JJ Which is my old call)
