I'm not a contester, but after almost every major contest I receive a 
handful of bureau cards for contacts I didn't make. Until I became quite 
active on the WARC bands a couple of years ago, these were almost the 
only cards I was receiving through the bureau.

What's the prevailing opinion on proper handling of cards received 
through the bureau for contacts that are not in the log? Do you mark 
them "not in log" and send them back or just dump them?
