Dear Yutaka-san,
as written ON the IRC, one (1) IRC is enough from DL to World.
I do not have ever re-charged an IRC at the local post office as I'm  a
not a QSL-manager. I'm a short-wave listener and I even did not
get any cards for anserwing with IRCs as return-postage.
 
It is up to you to put a smal donation in your envelope (may be for
printing costs of the cards or for minimizing the costs of a DX-
pedition or something like that). 
I do so.    (Just my 2 cent)
