thanks for the mail. You can read it on every IRC, that this coupon is  
exchangeable
in any country of the Universal Postal Union for the minimum postage for an  
unregistered priority itme or an unregistered letter send by air to a foreign  
country.
This depends NOT on the normal postage. As far as I know, 1 IRC is  about 
1,80 Euro
here in Germany. I do not know, if this will raise too on 1st Jan.  2006.
 
I live near the border to PA land (some 30 km). If I travel to PA-land, I  
will ask for 
the postage. May be it is cheaper. But I will surely not drive 30 km for  
some 
letters due to the high prices of gas here. 
Mailing from others countries will only be good for those, who live near  by.
And that will only be a few....
 
I have send a QSL-request via the bureau for LU8XW - hrd in March 2002.  First
send to EA5BD, but read later in GOLIST, that QSL is now to you. So I  send 
it via
the bureau to you in August 2004. May be you got it or will get it. QSL  
would be fine.

with lower postal rates?  I've received a bunch of QSLs from  German
hams posted from the Czech Republic, for example, in the last couple  of
years.  I do something similar for my cards going to Cuba, but  that's
not due to lower postal rates from Mexico compared to the USA  (more
expensive from there) - it is to stay clear of the USA federal  treasury
and Customs, not looking favorably on my QSL envelopes with even  a
dollar going to Cuban hams.  Even a dollar could be trouble, in  that
case...
