Same with me. sent at the end of 2004 with no response. He didn't return my IRC's or GS 
either. :-(((

Now this is a situation where hams in the country of the manager can help.
Maybe a friendly phone call or suggestion, maybe a offer of help from a club?

I sure could use those qsl's and the help.
I've offered to help qsl managers who situation changed unexpectedly and made qsling time 
scarce.
Sometimes the offer was rejected, but sometimes it was appreciated.
