It is said that he had already become a member of JARL.
However, the result of membership search is showing
he is not a member yet.

Please note that the membership search engine reply
"NO (ie. not a member)" if he or she rejected to be
listed in the callbook to be published.

This should be "Bug", I believe, but JARL will not fix
it. I do not know why.

Well, no one can make sure if "via the buro" works for
him or not until receiving his QSL via the buro.
