[Dx-qsl] QSL via JARL

Worked A22/JA4ATV on 40m CW a while back and QSL instructions are via 
JARL....if you send a card to the JARL do they forward the complete 
envelope to the member?  If not and they open the envelope to extract 
the card to forward it how do you provide IRC/GS so they get to him?  
Maybe it's a moot  point and all answers come back thru the bureau so 
no postage reimbursement is required???
