Oh, there are lots of them:
3D2, 3Y, 4U, CE0, CE9, FO, GB, HK0, JD1, KC6, PY0, SV0, TO, TX, VK0,
VP8, ZK1
Remember that TO and TX prefixes are special in France. Here is some
explanation I received from a French operator:
"Since 1997, callsigns with a TO prefix can be assigned to any of the four
overseas French departments: Reunion, Martinique, Guadeloupe and French
Guyana. Callsigns with a TX prefix can be assigned to any overseas French
territory, for example, New Caledonia or French Polynesia."
