The below information was published in the OPDX # 347 of march 9th 
1998). Some
other bulletins include 5R8EE in the received cards section.


5R8EE/FR5EL QSLS. There are certain rules to follow for QSLing 5R8EE
  and FR5EL. Michel, FR5EL, asks you to ONLY QSL direct and send NO
  bureau cards (Bureau Cards will not be answered). He also asks you to
  send your QSLs ONLY to FR5EL home call on Reunion Island and NOT to
  the address in Madagascar (because there is a lot of stealing of
  envelopes.....). Expect to receive your cards 3 to 6 months later.
  An indivdual reportedly comes over to Madagascar EVERY 3 MONTHS (from
  Reunion Island), and delivers Michel's QSLs from his P.O. Box on Reunion.
  Michel (5R8EE/FR5EL) then answers them at Madagascar, but it is unsure
  where he sends them from, so please be patient. Remember QSLs only go
