[Dx-qsl] help for QSL-managers

Please note that some of HQ stations just send QSL's for all QSO's via 
national bureau's. That way they don't need to answer to incoming QSL's. 
That way they consider "the job is done" and don't even look into incoming 
cards, they are not interested in them anyway. This works for transmitting 
hams but SWL's have problem. I suggest you to send e-mail to the managers of 
HQ stations first and they will send you a card via bureau. I think you can 
send EM7HQ request for 2004 to UT7QF.
