The IRC has a box on the lower left and lower right corner for the post office to use their 'date stamp' to mark them. The lower left corner is the area that is marked when you buy the IRC. The lower right one is the one that they mark when the IRC is redeemed.
Many people make mistakes on this, part of the mystery of the IRC process at many posts around the world. Some are not marked at all, some are marked on the right side (effectively invalidating them, although I find that the post offices will usually take them, as it's a common mistake).
However, and this is the important issue, IRCs are not often sold at post offices. I find that every time I go to a new post, it's an education process (why I only use a few post offices, and make sure I treat the relevant clerk VERY well!!).
As a result, folks do not often know that they should, should not be stamped...etc.
If you BUY a IRC at a post office, it's usually good to see if you can make sure they mark the lower left box. HOWEVER, it is NOT required that that box be marked. Read the information in the box, and then find your local internet translater, as it's in French. It says, basically, that the 'selling stamp' is OPTIONAL.
I've had a few post offices give me some grief about this over the year, but when I provide them a translation showing tha tthe stamp is optional, the argument goes away.
What I find out about IRCs, is that, people that do not like IRCs not stamped at all, or think it is required, haven't properly worked with their post office to 'educate them'.. That being said, if the stamp is there, that resistance goes away.
That's why I sell them for less. I can get that much at the post office (not the US ones, but I have my ways!!)...so, before i redeem them and remove them from being a source of 'ham currency'...i offer them up.
