In Belarus there is difference between the "stamped" and "unstamped"
that Post Offices do not accept "unstamped" IRC and if I get them this
is only "paper" for me, I can't exchange them to postages to send QSL
back direct. It should be "stamped" in a left corner of IRC coupon.
usually there is stamp of Post Office you buy IRC at.
