I've noticed this too, but it's something that has been ongoing for a long
time.
I suspect that in many cases, when a QSL manager is dealing with a large
volume of QSL requests and SAE/SASE's, they simply don't bother or forget to
stamp all the envelopes. And that's assuming that they have a stamp; if
it's a label that has to be stuck on, then it's one or more additional steps
that have to be performed...
What I've been doing of late is simply affixing my own return address on the
SAE/SASE. This way, if something happens to the postage on the envelope
enroute, I still have a decent chance of getting the envelope back.
However, since I started doing that, I'd say about 20 - 25% of the envelopes
come with the manager's stamp or label either on top of my return address,
or below it, or on the back of the envelope. In most of these cases, my
address (if it isn't already obscured by a label) is crossed out or blacked
out. Which goes to prove, no matter what you do, you can't win, because
every situation is a little bit different from the next!
