indicates VE6 Incoming QSL bureau as the QSL Info.

While people may have started sending QSLs to the VE6 
bureau, nothing is coming back via the bureau. Unless
he decides to send QSLs straight to the foreign bureaus,
sooner or later all cards have to pass via the bureau
I manage. In that case I'll notify this reflector.
