[Dx-qsl] Return postage for VU4's

Hello DXers.

I have decided to send my QSL requests to NIAR directly
since any JA QSL manager was not announced so far.

I am planing to use 2-IRC's with a SAE, but I will use US$
if it is preferred. ( I know that US$ will be problem in VU
country in general.)

Please advise.
