[Dx-qsl] Address for XF4IH manager

I'm planning on doing my standard practice of an SASE. Looks like the only
success any of you have had is by using registered mail. That may be the way
to go. Have been offered by Buzz, N5UR to combine ours and send it
registered just like a lot of you did a while back. Maybe we can do it
again.
