[Dx-qsl] HAMS not the only procrastinators

We all complain about the slow turn-around times of some operators but HAMs are not the only procrastinators.  To collect data for my dissertation I mailed 500 surveys in Aug of  1995 to community college instructors in North Carolina.  Although the majority were returned in 4 - 8 weeks I did receive one back in September of 1996.
