Jim,

My understanding is slightly different. Individuals in India are not 
supposed to deal in Green Stamps, but organizations can be authorized 
to do so. I thought that NIAR, which is doing the VU4 QSLing, had the 
necessary permission. I'm a bit surprised if their web site doesn't 
say that.
