Hi Nenad,

Well,

1. People have to pay for OUTGOING service and for sending cards to the Central BURO.
   QSL traffic between registrated BURO users inside Hungary is free.
   The cost of outgoing service is as high as weight of QSL cards.
   So, if someones of registrated BURO users in Hungary do not send cards via bureau
   the HA BURO is ALMOST free for them, hi...

2. We send back cards to senders stamped with "NOT MEMBER".
   It is our policy.

Unfortunatly, a very few of HA hams uses LOTW nowdays.

1. Do they pay both for incoming AND outgoing service or incoming only? 
2. What do you do with incoming QSLs for MRASZ non-members?
