JARL members automatically subscribe the non-metering incoming QSL
service for their primary callsigns, and can subscribe additional
non-metering service for other callsigns by paying JPY3600/yr.

Note that JARL QSL bureau staff are *not* volunteers, literally
outsourced from the Tokyo HQ to a Shimane company, with their own paid
staff.  (Shimane is a small-population area in JA4 district BTW, and
that contributes to reduce the overall cost.)  So most of JA hams
consider the QSL bureau is a subscription-based service *without
metering* the quota of the QSL cards.
