[Dx-qsl] Free Buro's

I believe that that bureau costs are a part of the membership fees paid by RSGB members, but that may change in the future.  From other comments it appears that the old saying, "You have to pay to play" is very true in the case of using QSL Bureaus and to DXing as well.
