[Dx-qsl] Mail to Turkmenistan

I have an address for EZ8BO of:

POB 880/708
744027 Ashgaba
Turkmenistan

I mailed it the other day but our US PO returned it to me.
No marking on the envelope as to why it was returned.

yes it had a proper air mail stamp in a Plum air mail envelope.


This is the same address in Buckmaster and via K4UTE.

Anybody have any suggestions as to why it was returned?
(other than a PO employee doesn't know there is a country called Turkmenistan) :-)
