[Dx-qsl] Dead Beat QSL Stations/Managers

One thing I'd add is require the person that calls someone dead-beat to 'back it up' with facts.  I've been blasted a few times, and I think if you got the full details of how the situation is created, you can make your own decision if the person is a 'dead beat' or not.  I can tell you one thing, a little of this goes a LONG way.   I'd be quite careful of who you put in the dead beat column.  I can tell you one thing, I'd be tempted to bag QSL managing.....life is WAY to short to be skewered for a volunteer job!
