RW2F is usually on with a good signal from Kaliningrad in most of the big 
contests, the only problem being, I've *never* gotten a card out of them, 
either. I'm convinced the entire country of Kaliningrad (as well as 
Moldova) just doen't believe in QSLing :-( At least the stations I've 
worked, in any event.
