[Dx-qsl] HC8L QSL Manager Change

I am now acting as QSL manager for HC8L for all past and future activity.
New cards are being ordered, so expect a slight delay in processing your
requests. As with other stations I manage, direct requests with SASE or
SAE with $1 or IRC will be answered directly, others will be answered via
the bureau system. QSL status for HC8L and other stations I manage can be
