[Dx-qsl] New Mgr for YB0ECT and YB0DPO

Hello gang,

Please update your databases to show that effective August 1, I will be
assuming QSL manager duties for Pri, YB0ECT and Dudy, YB0DPO.  K5ZE has
managed these stations for the last 5 years but has had to step down due to
a job relocation.

I will respond to both buro and direct cards.  Direct cards of course must
have appropriate return postage, IRC or GS.
