According to the U.S. Department of State Raymond Shankweiler (current 
as of 9/24/03) is assigned to the U.S. Embassy in Skopje Macedonia
Skopje (E), Bul. Ilinden bb, 91000 Skopje .

US. Dept. of State Pouch address: Dept. of State, 7120 Skopje Pl., 
Wash., D.C. 20521-7120.  FYI the diplomatic pouch is about as good as 
sending something registered mail.
